    Cache automatically new sounds to allow custom sounds on server without having every player to rebuilt cache manually

    Steps to Reproduce the Problem:
    1. Put a mp3 in sound/misc/
    2. Play it in console by “play misc/xxx.mp3″
    3. Error => [Sound] S_StartSound(): Failed to load sound ‘xxx.mp3′. Can’t create mixer.

    Result, if this was a sound DL from server, it didn’t work either.
    Only 2 options are possible :
    - Rebuilt sound cache => out of question to ask that to every player coming…
    - Put those sounds in sound/music => their volume depends now on Music Volume (down for almost everyone)

    Expected or Desired Behavior:
    - Automatically rebuilt this cache sound if new sounds are detected
    - or Authorize not cached sounds (like musics)
    - or Make a Custom Volume linked to a sound/custom/ folder
